You can only steal between 7:00 pm and 6:00am I believe.

Just stand beside what you would like to swipe and if no other sims are around you will have the "swipe something" option, choose that option and hope you get the car (or whatever you desire) and not a streetlight or a plant of some type. You can't steal from community lots only private lots so if you want a car go for Agnes Crumplebottom's car for example.
